China's intellectual property environment made substantial progress

Recently, the American Chamber of Commerce Global Intellectual Property Center (GIPC) released the 2018 International Intellectual Property Index Report. The report shows: China ranked 25th in 50 economies with 19.08 points, up 2 places from 2017.
The report carried out the intellectual property protection of 50 economies worldwide in 40 areas, covering 8 aspects including patents, copyrights, trademarks, trade secrets, commercialization of intellectual property rights, law enforcement, system efficiency, international treaties on accession and ratification Evaluation. The United States ranked the first in the world with a score of 37.98 for the 6th consecutive year. However, the United States further outperformed its counterparts in other countries in terms of leading position, only 0.01 points higher than the UK with the second place, and 2 places in the ranking of patent indicators, Ranking No. 12.
Among the eight broad categories of indicators, China ranks higher in terms of system efficiency (No. 16), patent related rights and restrictions (No. 20). The rankings on the two categories of trademark-related rights and restrictions (No. 29) and intellectual property enforcement (No. 32) have improved over the previous year. In terms of patent indicators in particular, the score improved from 5.5 points in the previous year to 5.5 points (a total of 8 points), including the period of patent protection, the patentability of computer-related inventions, the legislative standards for patent products and technical compulsory licenses, Patent sub-examination highway (PPH) cooperation mechanism and other four sub-indicators were scored. Other eligibility indicators include the duration of trademark protection, the transparency of enforcement of customs intellectual property rights, cooperation in enforcement of intellectual property rights, education, training and awareness raising, and the accession to and ratification of international conventions such as the World Intellectual Property Organization (WIPO).
The report believes that China is making substantive progress in building an intellectual property environment for the 21st century. First, reform in the areas of patents and copyrights has strengthened the protection and enforcement effect. Second, governments at all levels and law enforcement agencies pay more attention to intellectual property Third, the intellectual property awareness and utilization ability of research institutions and individuals have been significantly improved. The report also pointed out that China still lags behind the construction of the intellectual property environment, mainly including barriers to market access and commercialization of intellectual property.
In addition, the analysis found that the report embodied a strong expression of appeals. As the largest commercial alliance in the world, the American Chamber of Commerce represents the interests of more than 3 million enterprises, chambers of commerce and industry associations in the United States. Among them, the large pharmaceutical companies dominate. Therefore, the report on the indicators set and evaluation, the protection of pharmaceuticals account for a large proportion. For example, the report considers that China has taken such measures as deepening the reform of examination and approval system, deepening the policy documents on encouraging the innovation of pharmaceutical medical devices, and expanding the scope of the protection of experimental data on drugs, playing an important role in the rising ranking of China's index.
It is learned that the U.S. Chamber of Commerce has released the report of the International Intellectual Property Index for six consecutive years since 2013, providing a reference and a measure of influence on the global environment for intellectual property.
